Swan Point Petition Project

Background:
This project is the result of a request (via petition) received from the residents of Swan Point to enter into an agreement with Charles County to establish a project for the repair, reconstruction, and improvement to the community's storm drainage system. Once completed, residents are to repay the County for the costs of the project as an annual assessment, as authorized by Chapter 97-2 of the Charles County Code.
Right of Way (ROW) and easements will play an important role in this project. Much of the planned work can be done from county-owned rights of way; however, some work will occur on private property. Impacted property-owners may be requested to abandon existing private storm drainage easements and add public storm drainage easements; this will ensure the county has legal permission to repair and maintain the storm drainage facilities. Some property owners may also be requested to provide temporary construction easements to allow construction, grading, and maintenance during the course of this project. These easements will expire when the initial construction is completed.
The acquisition process will run concurrently with the design process. Staff from the Right of Way team will be in touch with impacted property owners during each phase of the construction (see below). Scope:
Charles County has created a contract with KCI Technologies, Inc. as the project consultant for the design of the stormwater improvements.
The project will be completed in 3 phases as detailed below.
Project Goals:
- Address minor maintenance issues (Phase I) to prevent further deterioration and maintain the operational efficiency of storm drainage systems.
- Conduct major maintenance (Phase II) to replace or rehabilitate drainage components, ensuring compliance with construction standards and permitting requirements.
- Implement drainage improvements (Phase III) to upgrade undersized systems, optimize stormwater management, and mitigate flooding risks.
