Strengthening Local Businesses 

The Charles County Economic Development Department (EDD) supports small, local businesses through the Small Local Business Enterprise (SLBE) Program by encouraging them to participate in county contracts and other procurement opportunities.

The EDD’s Vendor Diversity Contract Compliance Portal is a valuable resource for SLBE businesses designed to expand opportunity, increase transparency, and strengthen local business participation in county procurement.

Why Participate?

Certified SLBE firms receive:

Exclusive Access

All informal procurements under $50,000 are reserved for qualifying SLBE businesses when at least three certified firms are available to quote.

Competitive Preference

SLBE firms receive evaluation advantages on County formal solicitations between $50,000 and $500,000.

Increased Visibility

Certified businesses are included on the official County SLBE Vendor List, used by departments seeking qualified local firms.

How to Qualify

Businesses must:

  • Be independently owned and for-profit
  • Be headquartered in Charles County, or maintain a branch generating at least 50% of sales or employing 50% of full-time staff in the county
  • Be certified in the State of Maryland's Small Business Reserve (SBR) Program
  • Be registered with eMaryland Marketplace Advantage (eMMA)
  • Meet SBR industry-specific thresholds for gross sales and employees

The SLBE program is race- and gender-neutral. Eligible firms may also participate in the county’s MWBE program.

If program criteria are not met, the business may be removed from our vendor list until qualifications are met. 

A business will graduate from the SLBE Program if it:

  • Receives more than $3 million in SLBE awards within any 60-month period
  • Exceeds Maryland SBR size standards (gross sales or employee limits)
  • Relocates headquarters or branch operations outside Charles County

What Does Charles County Purchase?

Charles County Government departments buy goods and services directly, with guidance and assistance from the Purchasing Division. 

Businesses are encouraged to review current opportunities and understand procurement processes before bidding.
