Minority and Women-Owned Businesses (MWBE)
Charles County Government’s Minority & Women-Owned Business Enterprise (MWBE) Program ensures minority- and women-owned businesses have access to county contracting opportunities.
Annually, the Charles County Government purchases millions of dollars in goods and services. The MWBE Program helps ensure qualified minority- and women-owned firms are represented in those purchases and visible to County departments seeking vendors.
The Economic Development Department’s Vendor Diversity Contract Compliance Portal further strengthens transparency, accountability, and local business participation in procurement.
How to Qualify
To qualify for Charles County’s MWBE Program, businesses must
- Be at least 51% owned and controlled by one or more individuals who identify as:
- African American
- Asian American
- Indian/Native American
- Hispanic
- Woman

Disabled American Veteran Be certified through the State of Maryland Department of Transportation (MDOT) Minority Business Enterprise (MBE) Program.
If program criteria are not maintained, businesses may be removed from the MWBE Vendor List until qualifications are restored.
Apply for Certification
Your business may also qualify for the Small Local Business Enterprise (SLBE) Program. The SLBE application includes an MWBE addendum, allowing eligible businesses to apply for both programs simultaneously. Submit your completed application and required documents to mwbe@meetcharlescounty.com.
What Does the County Purchase?
County departments procure a wide range of goods and services, with guidance from the Purchasing Division. Businesses are encouraged to:
- Review current procurement opportunities
- Register with eMaryland Marketplace Advantage (eMMA) to be notified of county solicitations
