PUBLIC NOTICE
The Charles County Commissioners will conduct a Public Hearing at 6:00 p.m. on Tuesday, March 23, 2021 to consider an amendment to the 2011-2021 Charles County Comprehensive Solid Waste Management Plan.
The proposed amendment to the 2011-2021 Charles County Comprehensive Solid Waste Management Plan is regarding the addition of a new Construction and Demolition (C&D) Recycling and Municipal Solid Waste (MSW) Transfer Facility called the Waldorf Recovery Facility. The Waldorf Recovery Facility is a proposed privately-owned facility that would accept putrescible waste from commercial, industrial, and residential sources and source separated materials from construction or demolition of structures, including wood, metal, cardboard, shingles, masonry, and drywall. Prior to moving forward, Chapter 5 of the Plan (referred to as the “Solid Waste Management Plan of Action”) must be amended to include the Waldorf Recovery Facility as a recommended action that would implement the goals and objectives of the Plan. In February 2021, the Maryland Department of the Environment informed the County that following their review of a Refuse Disposal Permit Application for this proposed facility, MDE found no reason for summary denial of the application. Amendment of the 2011-2021 Charles County Comprehensive Solid Waste Management Plan is therefore necessary to ensure that the proposed facility is in conformity with the Plan.

To speak during the March 23 Public Hearing, residents must call 301-885-2779 between 8:00 a.m. and 4:00 p.m. on March 23, 2021 to register. Once registered, residents will be called between 6:00 p.m. – 9:00 p.m. on March 23, 2021 to testify. Each speaker will be allotted three (3) minutes. If a registered speaker is not available to speak when called, the County has the right to move onto the next caller.
Comments will be accepted March 5, 2021 starting at 8:00 a.m. through March 23, 2021 at 5:00 p.m. by using the e-comment feature at https://www.charlescountymd.gov/government/public-comments/solid-waste-plan-amendment/ or by calling 301-645-0652 to leave a message.
