PUBLIC NOTICE
Public Hearing: Watershed Protection and Restoration Program Financial Assurance Plan
Notice is hereby given that the Charles County Commissioners will conduct a Public Hearing on October 27, 2020 at 6 p.m. to consider the draft Watershed Protection and Restoration Program Financial Assurance Plan prepared in accordance with Annotated Code of Maryland, Environment Article, Section 4-202.1. This plan is required to be filed every two years and includes five elements which are generally described as: actions necessary to meet the National Pollutant Discharge Elimination System Phase I municipal separate storm sewer system permit impervious surface restoration requirements, projected costs and revenues to meet the permit’s impervious surface restoration requirements, sources of funds to meet the overall permit requirements, and specific actions and expenditures implemented in previous fiscal years to meet the permit’s impervious surface restoration requirements.
The meeting will be held remotely via video teleconference. Persons with questions or requests for more information regarding this hearing may call 301-645-0692. The hearing is open to the public and public testimony is encouraged.
To speak during the October 27, 2020 Public Hearing, residents must call 301-885-2779 between 8:00 a.m. and 4:00 p.m. on October 27, 2020 to register. Once registered, residents will be called between 6:00 p.m. – 9:00 p.m. on October 27, 2020 to testify. Each speaker will be allotted three (3) minutes. If a registered speaker is not available to speak when called, the County has the right to move onto the next caller.
Comments will be accepted October 27, 2020 starting at 8:00 a.m. through November 5, 2020 at 5:00 p.m. by using the e-comment feature at (https://www.charlescountymd.gov/government/public-comments/ms4-financial-assurance-plan) or by calling 301-645-0652 to leave a message. In addition, residents may submit comments by mail to the following address: Commissioners of Charles County, 200 Baltimore Street, La Plata, MD 20646. Comments sent by mail must be received no later than November 5, 2020.
