Public Hearing: County Comprehensive Solid Waste Management Plan

NOTICE OF PUBLIC HEARING

 

Notice is hereby given that the County Commissioners of Charles County, Maryland will conduct a Public Hearing on Tuesday, June 16, 2020, at 6:00 p.m. to consider proposed updates to the 2011-2021 Charles County Comprehensive Solid Waste Management Plan.  

The Comprehensive Solid Waste Management Plan is a ten-year plan which describes the present and future provisions of recycling and solid waste services.  State regulations require that each county review its Solid Waste Management Plan at least once every three (3) years and if necessary, adopt amendments or revisions.  The proposed updates to the Solid Waste Management Plan that will be addressed at this Public Hearing are related to Maryland Senate Bill 370 (SB 370), which was passed on May 13, 2019 during the Senate’s 2019 Regular Session.  SB 370 requires counties to create a recycling plan for the collection and recycling of recyclable materials from buildings that have office space of 150,000 square feet or greater.  This public hearing will provide the public the opportunity to present testimony on the office building recycling plan that is proposed to be included in the 2011-2021 Charles County Comprehensive Solid Waste Management Plan.  The draft Charles County Comprehensive Solid Waste Management Plan is available for public review on the Charles County website at www.charlescountymd.gov/SWMP. 

The meeting will be held remotely via video teleconference.  Persons with questions or requests for more information regarding this hearing may call 301-645-0692.  The hearing is open to the public and public testimony is encouraged. 

To speak during the June 16 Public Hearing, residents must call 301-885-2779 between 8:00 a.m. and 4:00 p.m. on June 16, 2020 to register.  Once registered, residents will be called between 6:00 p.m. – 9:00 p.m. on June 16, 2020 to testify.  Each speaker will be allotted three (3) minutes.  If a registered speaker is not available to speak when called, the County has the right to move onto the next caller.  

Comments will be accepted June 16, 2020 starting at 8:00 a.m. through June 26, 2020 at 5:00 p.m. by using the e-comment feature at https://www.charlescountymd.gov/recycling-plan or by calling 301-645-0652 to leave a message.  In addition, residents may submit comments by mail to the following address: Commissioners of Charles County, 200 Baltimore Street, La Plata, MD 20646.  Comments sent by mail must be received no later than June 26, 2020.
