NOTICE OF PUBLIC HEARING
CONCERNING BOND AUTHORIZATION FOR FINANCING
THE COSTS OF CERTAIN PUBLIC FACILITIES
The Board of County Commissioners of Charles County, Maryland will hold a public hearing on Tuesday,
March 18, 2025 at 6:00 p.m., in hybrid format, both virtually and in person at the Charles County
Government Building, 200 Baltimore Street, La Plata, Maryland, to consider the proposed Bill No. 2025-
01, an act concerning Bond Authorization for Financing the Costs of Certain Public Facilities.
Bill No. 2025-01 would authorize and empower the County Commissioners of Charles County, from time
to time, to borrow not more than Three Hundred Seventy-Five Million Dollars ($375,000,000) for the
purpose of financing the costs of certain public facilities in Charles County and providing funds for a
portion of the County’s Capital Improvement Program for FY2025-27 and certain projects approved in
the Capital Improvements Programs for prior fiscal years that have not been fully funded to date, and to
effect such borrowing by the issuance and sale of its general obligation bonds in one or more series;
empower the Board of County Commissioners of Charles County to adopt a resolution or resolutions in
accordance with Section 19-504 of the Local Government Article of the Annotated Code of Maryland, as
amended, prior to issuing the bonds; empower and direct the County to levy ad valorem taxes in rate and
amount sufficient to provide funds for the payment of the maturing principal of and interest on the bonds;
exempt the bonds from the provisions of Sections 19-205 and 19-206 of the Local Government Article of
the Annotated Code of Maryland, as amended; authorize the County to issue and sell bond anticipation
notes in one or more series pursuant to the authority of Section 19-211 through 19-221, inclusive, of the
Local Government Article of the Annotated Code of Maryland, as amended, prior to and in anticipation of
the sale of the bonds; provide that the County may issue and sell all or any portion of the bonds as bonds
the interest on which is not excludable from gross income for federal income tax purposes; and relates
generally to the issuance and sale of such bonds.
Individuals or representatives of groups wishing to make oral or written comments are encouraged to
attend the hearing.
In-person: Speaker sign-up will begin 30 minutes (1/2 hour) prior to the hearing at the Charles County
Government Building (200 Baltimore Street, La Plata) and will end at the commencement of the hearing.

speak. Once registered, citizens will receive a virtual link to testify between 6:00 p.m. and 9:00 p.m. after
in-person speakers testify. If you are not available to speak when your name is called, we have the right to
move on to the next caller. Each speaker will be allotted three (3) minutes.
Written or voicemail comments may be submitted in lieu of oral testimony, or to expand upon oral
testimony, and will be accepted Friday, February 28, 2025 starting at 8:00 a.m. through Tuesday, March
