The Charles County Commissioners will conduct a Public Hearing at 6:00 p.m. on Tuesday, September 29, 2020 in the County Commissioners' Meeting Room of the Charles County Government Building, 200 Baltimore Street, La Plata, Maryland 20646, to consider requested amendments to the Charles County Comprehensive Water and Sewer Plan.
Applications for amendments to the Comprehensive Water and Sewer Plan are reviewed on a semi-annual basis, with application deadlines in February and August. The Department of Planning & Growth Management received two applications for amendments prior to the August 2020 deadline from Whitman, Requardt and Associates, LLP on behalf of St. Charles Community, LLC/Lennar regarding two to-be-developed neighborhoods in St. Charles. The applications request changes to the sewer and water categories for two parcels along St. Charles Parkway and the requested changes are from water categories W-5 to W-3 and from sewer categories S-5 to S-3. The category changes requested would modify the water/sewer categories from those that allow for water/sewer service at some point in the future to those that allow for water/sewer service that is in active planning and design. The requested changes are consistent with the revised and restated Docket 90 Agreement and Planned Development Zone Amendment 18-90(20), which were approved in November 2018.
The meeting will be held remotely via video teleconference. Persons with questions or requests for more information regarding this hearing may call 301-645-0692. The hearing is open to the public and public testimony is encouraged.
To speak during the September 29 Public Hearing, residents must call 301-885-2779 between 8:00 a.m. and 4:00 p.m. on September 29, 2020 to register. Once registered, residents will be called between 6:00 p.m. – 9:00 p.m. on September 29, 2020 to testify. Each speaker will be allotted three (3) minutes. If a registered speaker is not available to speak when called, the County has the right to move onto the next caller.
Comments will be accepted September 29, 2020 starting at 8:00 a.m. through October 9, 2020 at 5:00 p.m. by using the e-comment feature at https://www.charlescountymd.gov/government/public-comments/amendments-to-the-comprehensive-water-and-sewer-plan or by calling 301-645-0652 to leave a message. Comments sent by mail must be received no later than October 9, 2020.
