DESCRIPTION:<p align="center"><b>&nbsp;NOTICE OF PUBLIC HEARING<br></b><b style="text-align: left;">TO BE HELD ON&nbsp;</b><b style="text-align: left;">SEPTEMBER 1, 2020</b><b style="text-align: left;">&nbsp;</b></p><p align="center">CONCERNING THE PROPOSED ISSUANCE OF BONDS OF</p><p align="center">COUNTY COMMISSIONERS OF CHARLES COUNTY<span style="text-align: left;">&nbsp;</span></p><p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Notice is hereby given pursuant to Section 8-1 of the Code of Public Local Laws of Charles County that the Board of County Commissioners of Charles County, Maryland, will conduct a public hearing at 6:00 p.m. local time on Tuesday, September 1, 2020, concerning the proposed issuance of general obligation bonds of the County (i) in a principal amount not to exceed $52,000,000 for the purpose of financing and refinancing certain buildings, facilities and grounds in the County and (ii) in a principal amount not to exceed $50,000,000 for the purpose of refunding certain outstanding general obligation bonds of the County.&nbsp; Significant projects include: (a) additions and renovations to Board of Education facilities ($17,000,000); (b) renovations and additions to College of Southern Maryland facilities ($500,000); (c) acquisition of interests in land for agricultural preservation and rural legacy programs ($803,000); (d) improvements to various general government facilities ($5,697,000); (e) various road, bridge, parking lot and sidewalk upgrades and drainage system improvements ($8,700,000); (f) various park projects ($200,000); (g) various stormwater and stream restoration projects ($3,800,000); (h) various water and sewer projects ($15,000,000); and (i) various solid waste and environmental projects ($300,000).&nbsp; </p><p>&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;A portion of the bonds in the amount of $9,500,000 issued to finance additions to certain Board of Education facilities will be issued as New School Capacity Construction Bonds pursuant to Sections 19-615 and 19-616 of the Local Government Article of the Annotated Code of Maryland and Chapter 249 of the Code of Charles County.&nbsp; These bonds are payable first from fair share school construction excise taxes and second from general county taxes.</p><p>&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;Information regarding this proposed issuance is available during business hours from Jenifer Ellin, Director of Fiscal and Administrative Services, Charles County Government Building, La Plata, Maryland.</p><p>&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;The meeting will be held remotely via video teleconference.&nbsp; Persons with questions or requests for more information regarding this hearing may call 301-645-0570.&nbsp; The hearing is open to the public and public testimony is encouraged.</p><p>&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Due to COVID19, and in lieu of public appearance: Citizens can watch via CCGTV on cable access channels, Comcast: 95 and Verizon FIOS: 10, or view on line at https://www.charlescountymd.gov/our-county/ccgtv-live-stream. &nbsp;If you are unable to watch, use the call-in number to listen to the Public Hearing at 301-645-0500.</p><p>&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;To speak during the September 1st Public Hearing, residents must call 301-885-2779 between 8:00 a.m. and 4:00 p.m. on September 1, 2020 to register.&nbsp; Once registered, residents will be called between 6:00 p.m. – 9:00 p.m. on September 1st, to testify.&nbsp; Each speaker will be allotted three (3) minutes.&nbsp; If a registered speaker is not available to speak when called, the County has the right to move onto the next caller.</p><p>&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;Comments will be accepted August 21, 2020 starting at 8:00 a.m. through September 1, 2020 at 5:00 p.m. by using the e-comment feature at https://www.charlescountymd.gov/bond-resolution-hearing or by calling 301-645-0652 to leave a message.&nbsp; In addition, residents may submit comments by mail to the following address: Commissioners of Charles County, 200 Baltimore Street, La Plata, MD 20646.&nbsp; Comments sent by mail must be received no later than September 1, 2020.</p><p>&nbsp;COUNTY COMMISSIONERS OF CHARLES COUNTY, MARYLAND&nbsp;</p><p>Reuben B.
